Authorization: Cobb County Code Section 3-5-5; Ordinance of 10-24-89; Amendment of 3-9-93 regarding method of appointment; Amendments of 11-9-93. New Animals Ordinance (Chapter 10) adopted May 24, 2005 changed the method of appointment to this board and the make-up of the board.
Description: Board is appointed by Board of Commissioners and consists of Post 1 - one (1) member of the Humane Society of Cobb County Board of Directors or its designee; Posts 2, 3, & 4 - three (3) Cobb County citizens with an interest in domestic animals; Posts 5 & 6 - two (2) veterinarians at least one of whom shall be a member of the Cobb County Veterinary Medical Society; Post 7 - one (1) citizen chosen by the Chairman of Board of Commissioners. The Manager of the Cobb Animal Control Unit shall be an ex-officio member of this Board. All members shall be Cobb County residents. Members of the Animal Control Board serving in Posts 5, 3, 1 and 6 and appointed by District Commissioners Posts 1, 2, 3 and 4, respectively, shall serve terms to run concurrent with the appointing commissioners term and those members will serve at the pleasure of the appointing commissioner. The Post 4 Animal Services Board member shall be appointed by the Commissioners from Districts 1 and 3. The Post 2 Animal Control Board member shall be appointed by Commissioners from District 2 and 4. The Post 2 and Post 4 members shall serve at the pleasure of the appointing Commissioners and these two members terms will conclude upon the first of their appointing commissioners leaving office for any reason. Notwithstanding the above, all members of the Animal Control Board shall continue to serve until their replacements are appointed. The Post 7 member appointed by the Chairman of the Board of Commissioners shall serve concurrently with the Chairmans term of office, at the pleasure of the Chairman and until a successor is appointed. The Animal Control Board shall recommend regulations to BOC concerning control and welfare of animals, guidelines for operation and maintenance of the animal control shelter. Members of the Animal Control Board shall adopt procedures and policies to govern potential conflicts of interest arising from the responsibilities and duties of their positions. Members receive no compensation. (See Note at end of this section.) The Board is required by County Code to meet at least twice annually; however, there are usually monthly meetings held.
