Enterprise Zones

An Enterprise Zone is an area designated by a local government as ready for development or redevelopment. Qualifying businesses locating or expanding within the Zone are eligible for certain tax incentives and other economic development incentives for job creation and capital investment in the community.

Here's an overview map of existing Enterprise Zones.

One of the Zone areas established in Cobb County extends from the County line (at the Chattahoochee River) to incorporate Veterans Memorial Highway and Mableton Parkway. This Zone also extends along Factory Shoals Road to encompass portions of Six Flags Drive to Lee Industrial Drive taking in a portion of the area below I-20 to the Douglas County line. Other Zones have also been established along Canton Road and Atlanta Road.



History of Enterprise Zones

  • First Enterprise Zone established in the State of Georgia under HB 663
  • Established in Cobb County in February of 1998.
  • These Zones have generated approximately $57 million investment in the County and resulted in the creation of approximately 475 new jobs with a payroll approaching $20 million.

Purpose of Enterprise Zones

Enterprise Zones are established to:

  • Stimulate economic activity within a specific geographic area with the potential for growth
  • Encourage existing companies to expand and create new jobs
  • Provide for local input in direction of growth of the community


  • 10-year graduated tax abatement of County ad valorem tax only, no school tax abatement
  • Caps on building permit and business license permit fees
  • Assistance with other State incentives such as free training, job creation tax credits, and development authority financing

Who qualifies:

  • Companies creating new jobs or bringing significant investment to the area
  • Emphasis placed on redevelopment, locating in abandoned buildings or assembling tracts of land for development
  • Manufacturing, distribution, land development, and industrial building

Download an Enterprise Zone Application, or call the Office of Economic Development at 770-528-2607 for an application and/or meet with Economic Development Director.

Applications are reviewed by the Business Incentives Review Committee (BIRC) and if approved, passed on to the Board of Commissioners for a final decision.

Will this affect any residential areas or property values in residential areas?

Development within the Enterprise Zone must follow the approved Comprehensive Land Use Plan; any rezoning must go before the Planning Commission and the Board of Commissioners, same as any other project.

The effect the Zone is intended to have on residential areas is positive. If employment base and commercial areas of the Zone improve, property values should be positively affected.
