PUBLIC REVIEW MEETING NOTICE - Reallocation of Unexpended Grant Funds

Reallocation of Unexpended Funds:  CDBG, CDBG-CV, & HOME Programs

A Virtual Public Review Meeting will be held at 11:00 a.m. on Thursday, February 17, 2022 to receive comments on the amendment of Program Years (PY) 2016, 2017, 2019 and 2021 Annual Action Plans for the reallocation of unexpended Community Development Block Grant, Community Development Block Grant Covid-19 and Home Investment Partnerships program funds.

The proposed funding recommendations will be included on the regular Agenda at the Cobb County Board of Commissioners meeting on Tuesday, March 8, 2022.

A 30-day Public Comment period commences on Monday, January 31, 2022 and will conclude on Friday, March 4, 2021. Comments may be directed in person to the Cobb County CDBG Program Office, 192 Anderson Street, Suite 150, Marietta, GA 30060 or via email at: publiccomments@cobbcountycdbg.com.

A total of $40,085.76 in unexpended Community Development Block Grant (CDBG) funds from various subrecipient projects in PY 2019 and 2021 is available for reallocation. In compliance with this HUD regulation of timely expenditures, our Office is recommending the reallocation of program funds to the as depicted in the table below:

A total of $33,494.95 in unexpended Community Development Block Grant Covid-19 (CDBG-CV) funds are available from Cobb/Douglas Board of Health, who is not able to expend the remaining funds. As such, our Office is recommending a reallocation of the total unexpended funds to The Tommy Nobis Center for purchase of Covid-19 supplies.

HOME

A total of $47,093.64 in unexpended HOME funds is available for reallocation as a result of earned Program Income. Cobb County periodically receives Program Income from HOME Investment Partnerships Program (HOME) funded projects. The County is required to use program income funds for project expenses prior to expending additional HOME program grant funds. In order to comply with this HUD regulation, the County used program income funds rather than grant funds to pay for eligible expenses.

As a result, the following organizations are recommended for an increase of their current budgets as a result of program income expenditures:
