June 23, 2021 – Cobb Superior Court Administration is thrilled to congratulate David Tyler, the court’s Information Services Analyst, on being named Outstanding Professional by the Georgia Chapter of GMIS (Government Management Information Sciences). 

The award was presented Tuesday night during the Cobb Board of Commissioners meeting by Michael Hourihan, of the Carl Vinson Institute of Government at the University of Georgia.
 
The award, Hourihan said, recognizes someone whose contributions and performance result in exceptional operational excellence. About 85 IT professionals in Georgia were nominated for the award this year. Tyler won out for his efforts to upgrade courtroom technology and enable Cobb’s courts to continue operating during the pandemic.

“David collaborated with the A/V vendor to design a state-of-the-art system to equip 36 courtrooms and several jury assembly and media rooms for virtual hearings and digital evidence,” Hourihan said. “David worked diligently to earn this award.”

Cobb Superior Court Chief Judge Robert Leonard added that Tyler was essential to helping Cobb’s courts work through the pandemic. 

“I get calls all the time about what we’re doing in Cobb and how we’re able to keep our business moving so efficiently. Without David, we would have been in a real mess. Not just Superior Court but every class of court in this county has benefited from David Tyler. We’re very appreciative of you, David, and of the commissioners for funding that initiative. I don’t know what we would have done.” 

Tyler, who has worked for Cobb County since 2004 and is pictured holding the award, said, “Unfortunately, 2020 was a red-light year for courts across the state of Georgia. I am glad that we were able, through this project, to provide a green light for the Cobb County Court System.”

In nominating Tyler for the award, Cobb’s IS Director, Kimberly Lemley, wrote: 

“Although our courtrooms were equipped with minimal audio-visual equipment, we were in no way equipped with the technology required to hold completely virtual court hearings. In July 2020, we were approved to spend up to $3.7 million of Federal CARES Act funding to upgrade the technology in our courtrooms. Working under a very strict timeline, David worked closely with the vendor to ensure the project work was being completed as designed and within the timeline required.”
