Record Restriction
O.C.G.A. §35-3-37 provides for the restriction of certain criminal history records for non-criminal justice purposes when approved by the prosecuting attorney.
For arrests before July 1, 2013, you are required to apply for restriction at the arresting agency.
For felony arrests that occurred after July 1, 2013, in Cobb County, email the completed form with a photocopy of your government-issued identification to kayla.willis@cobbcounty.org.

Cold Case Unit
The Cobb District Attorney's Office established the Cobb County Cold Case Unit (C4) in February 2014 to identify, investigate, solve and assist in the prosecution of the 400 unsolved murder and sexual-assault cases in the county that date to 1985. The C4 Unit currently relies on one contract investigator and a small team of retired detectives to work these cases. In September 2014, C4 was awarded a federal grant worth nearly a quarter of a million dollars to help finance the unit for 24 months.
“We are firmly committed to achieving justice for these victims and holding accountable the criminals who preyed on them. That’s why creating this unit has been among my priorities, and we are so thankful for this grant to help us,” DA Reynolds said. “There is no statute of limitations on murder. In sexual-assault cases where DNA is collected, there is also no statute of limitations.”
The grant money will pay for testing of DNA evidence and for part-time investigators to work the cases.
“The advancement in science and technology, the combined DNA index system (CODIS), as well as advancements in mitochondrial and nuclear DNA, offer the potential to solve some of these cases,” said Investigator John Dawes, a retired Cobb Police detective who administers the C4 unit.
‘Cold case’ is a term generally associated with a murder that has been investigated through all available leads to an extent that no leads remain for identifying or prosecuting a suspect. A criminal investigation is deemed ‘cold’ when the investigation has stalled for at least 12 months.
