The Planning Division is responsible for comprehensive planning for the county. Planning coordinates the plans and development policy between Cobb County and other jurisdictions. There are five primary responsibilities: long-range (comprehensive) planning, research, preservation, local planning (intergovernmental) and mapping.

 

 

Milford Church/Osborne neighborhood mTAP Presentation

The primary objective is to inform the revitalization of the midcentury Milford Church/Osborne neighborhoods.

The ULI Center for Leadership - 2017 mTAP team has developed a set of recommended action items intended to encourage redevelopment within the Milford Church/Osborne neighborhood of Cobb County, including the revitalization of the area's commercial corridors and residential neighborhoods by:

  1. Reevaluating the current land use/zoning to identify strategic development nodes at key intersections that maximize existing infrastructure and encourage diversified non-residential uses along the corridor.
  2. Co-locating services at strategic nodes to attract needed services
  3. Improving access through future trail connections and street improvements

These recommendations also consider affordable housing, residential and commercial blight, and non conforming land uses.

2030 Comprehensive Plan

The Cobb County Comprehensive Plan, 2030 Comprehensive Plan: Mapping Cobb’s Future does not serve as a development ordinance, but rather as a growth management guide for unincorporated areas of the county. The plan is separated into two documents, per Georgia Department of Community Affairs standards, the Community Assessment [PDF] and the Community Agenda. The Community Assessment is the data assessment, preliminary analysis, and public participation schedule for the Comprehensive Plan. The Community Agenda  contains the vision, goals, policies, and implementation program portion of the Comprehensive Plan. The Community Agenda is updated annually with minor amendments.

2040 Comprehensive Plan

Cobb County is updating its Comprehensive Plan. The Comprehensive Plan is a long-range, community designed growth strategy that will continue to make Cobb County an attractive place to invest, conduct business, and raise a family. The current plan, adopted in 2007 with subsequent annual amendments, covers the time period between 2007 and 2030. The update will extend the current plan’s growth outlook to 2040. The 2040 Comprehensive Plan, which is mandated by the State of Georgia, will help Cobb County manage expected population and employment growth and coordinate major public investments in Public Safety, Transportation, Community Facilities, and other important elements that make Cobb a great place to live, work and play.

South Cobb Redevelopment Authority

In 2011, the Georgia General Assembly approved local legislation that allowed for the alteration, expansion, and renaming of the South Cobb Development Authority to be (SCRA). The purpose of the SCRA is to revitalize and redevelop areas that have been underinvested or underutilized in the past. The overall intent is to promote/create favorable locations for trade, commerce, industry, and employment opportunities. This is accomplished through the financing of projects that promote the purpose of the authority and assist redevelopment activities through strategic investments, low interests bonds, land banking, and other means.

Master Plans / Corridor Studies

In addition to the Comprehensive Plan, the Planning Division also conducts and manages a variety of land use, economic development, and transportation plans that impact various areas of Cobb County.

Design Guidelines

The Planning Division assists with the creation of and administers Design Guidelines for specific areas; these guidelines are included in the county's development standards that provide specific criteria for site planning and architectural detailing. Design guidelines assist county staff and other professionals such as architects, engineers, planners and developers, as well as community members, in making more informed design decisions for either private developments or public facility investments. 

UPDATE: Mableton Parkway and Veterans Memorial Highway

Mableton Parkway and Veterans Memorial Highway are key corridors in the Mableton community. Both are critically important to all of southern Cobb County, as each was developed as an automobile-centric, commercial thoroughfare. Over time, both have seen a decline in their respective commercial markets. Additionally, more residential development – both single family and multi-family – has moved into the area. Cobb County seeks to revitalize both corridors through alterations to the current land use pattern and through the creation of design guidelines. View the UPDATED Design Guideline Draft Document

Intergovernmental Coordination

Every county and city in the State of Georgia is required to have a Service Delivery Strategy. The purpose of this agreement is ensure that local governments take a careful look at the services they provide in order to identify overlap or gaps in service provision and develop a more rational approach to allocating delivery and funding of these services. The service delivery strategies are negotiated between the county and its six cities once every ten years.

In addition to service delivery, the agreements also set the framework for annexation activity by setting land use parameters on the cities so that there is some consistency between expansion of municipal limits and the county’s policies incorporated into the Comprehensive Plan.

Geographic Information Systems (GIS) & Addressing

The GIS staff creates and maintains accurate digital computer maps and databases of the county. This digital computer map contains technical and business information about locations and events within the county that will have value to many potential customers. The data contained in GIS is accessible by the county user departments, GIS partners, and customers.

All addressing and street naming requests should be directed to the GIS Section of the Planning Division. All buildings used for residential, commercial, industrial, institutional or governmental purposes shall be provided with an address identifying the building. Having an efficient addressing system helps to ensure timely emergency response time, as well as helping the citizens of Cobb County navigate throughout the County with ease.
