Cobb County Government

The Solicitor General is responsible for the prosecution of all traffic, misdemeanor, and ordinance violation cases in Cobb County, Georgia.

Cobb Solicitor General Barry E. Morgan is a native of Cobb County Georgia, having graduated from North Cobb High School in 1972. He received his Bachelor of Music Education from Georgia State University in 1976. In 1987, Barry graduated Summa Cum Laude from the John Marshall Law School in Atlanta.

From 1988 until 1992, he served as an Assistant District Attorney prosecuting narcotics and organized crime cases in Cobb County and in 1993 became the Chief Assistant Solicitor General for Cobb State Court and served in that capacity until 1998.

On March 4, 1998, Governor Zell Miller appointed Barry as the Solicitor General for Cobb County. He has been elected to that position five times, most recently with 62% of the vote in 2014. He has overseen the prosecution of 1.8 million criminal misdemeanor cases during his time as Solicitor General. Since becoming Solicitor General Barry has managed a staff of 70 personnel as well as managed a $4 million plus budget every year. Barry has served his entire legal career as a prosecutor.

Barry serves the Cobb County Community on several civic and charitable associations including the Cobb Chamber of Commerce, YWCA Domestic Violence Shelter, and the Acworth, Kennesaw and South Cobb Business Associations. In 2008, Barry began his second, four year term as a member of the Prosecuting Attorneys Council of Georgia, and served that body as Vice-Chair for four years. During his tenure on the Prosecuting Attorneys Council Barry served as Chair of the training committee developing training for all of the prosecutors in the State and consistently receiving high marks on the reviews of the training presented. He not only trains Georgia prosecutors , but has presented sessions for prosecutors across the United States through the National District Attorneys Association. He was President of the Georgia Association of Solicitors General in 2001 and will serve in that capacity again in 2014. In 2001 Barry was selected as Georgia Solicitor General of the Year, and received the J. Roger Thompson Award for his work in training the prosecutors of the State of Georgia. 

Barry received two prestigious awards in 2014. In recognition of Barry’s outstanding performance as an elected official, the Cobb Republican Women awarded him their “Trumpet” award in January and in March Mothers Against Drunk Driving named Barry their 2013 Prosecutor of The Year for The State of Georgia.
